👉🏻 La Dirección de Lectura y Bibliotecas de la Secretaría de Cultura, Recreación y Deporte impulsa la creatividad, el arte y el acceso a la cultura escrita con nuevos estímulos para fortalecer las bibliotecas comunitarias, apoyar a los medios de comunicación locales y fomentar la creación y el acceso al conocimiento.
👉🏻 Este año, el Programa Distrital de Estímulos entregará 29 estímulos que responden a las necesidades y la dinámica actual de las bibliotecas de la capital, agentes vivos de cambio. Los interesados en postularse pueden ingresar a la página web: AQUÍ a partir del 27 de febrero.
Bogotá sigue apostando por la lectura, la escritura y la oralidad como herramientas de transformación cultural, por ello, en el marco del Plan Distrital de Estímulos (PDE) 2025, de la Secretaría de Cultura, Recreación y Deporte, la Dirección de Lectura y Bibliotecas lanza seis becas dirigidas a la ciudadanía, bibliotecas comunitarias, medios de comunicación comunitarios y gestores culturales. Estas becas ofrecen un total de 29 estímulos por un valor de $403.000.000, fortaleciendo así las iniciativas que promuevan el acceso y la producción cultural en la capital.
“La lectura, la escritura y la oralidad son pilares fundamentales para el desarrollo cultural y social de Bogotá. Con esta convocatoria, buscamos fortalecer las bibliotecas comunitarias, apoyar a los medios de comunicación locales y fomentar la creación y el acceso al conocimiento. Invitamos a la ciudadanía y a los gestores culturales a participar en estas seis becas, que representan una oportunidad única para consolidar sus proyectos y seguir construyendo juntos una ciudad donde la cultura y el aprendizaje sean accesibles para todos”, afirmó la directora de lectura y bibliotecas de la Secretaría de Cultura, Recreación y Deporte y BibloRed, Andrea Victorino.
Las becas incluyen apoyos para proyectos de lectura, escritura y oralidad, la producción de programas para LEO Radio, el fortalecimiento de bibliotecas comunitarias y la creación de objetos digitales expandidos. También se brindarán estímulos para procesos de investigación en cultura escrita y para el trabajo en red de bibliotecas comunitarias, ampliando las oportunidades para los actores culturales de la ciudad.
El portafolio de estímulos de la Dirección de Lectura y Bibliotecas, contemplado dentro de la estrategia de Fomento del Sector Cultura, Recreación y Deporte de Bogotá, cuenta con seis modalidades de becas para el desarrollo de propuestas en las siguientes modalidades:
Estas son las seis becas a las cuales se podrá aplicar desde el 27 de febrero:
1️⃣ Beca para Proyectos de Lectura, Escritura y Oralidad: 8 estímulos de $11.000.000 cada uno. Cierre de convocatoria: para jurados el 20 de abril de 2025, para propuestas el 23 de abril de 2025. ¡Postúlate AQUÍ!
Desarrollar propuestas de promoción de lectura, escritura y/u oralidad que permitan la inclusión en la cultura escrita a un grupo poblacional específico escogido según etapas de ciclo vital, dinámicas demográficas rurales o urbanas, culturales, políticas, económicas, de género, sexo, orientación sexual, etnia, discapacidad o problemáticas sociales como el desplazamiento o situaciones sociopolíticas como el conflicto armado.
2️⃣ Beca para Fortalecimiento de Programas y Servicios de Bibliotecas Comunitarias: 10 estímulos de $14.000.000 cada uno. Cierre de convocatoria: para jurados el 27 de abril, para propuestas el 30 de abril de 2025. ¡Postúlate AQUÍ!
Fortalecer los diferentes programas y servicios que ofrecen las bibliotecas comunitarias de las zonas rurales o urbanas de Bogotá, para consolidar y promover las prácticas de lectura, escritura y oralidad de acuerdo con las necesidades identificadas en las poblaciones y territorios en donde trabajan, haciendo uso de estrategias innovadoras, que fortalezcan las actividades que se prestan, como: perifoneo, radio u otros servicios de extensión.
3️⃣ Beca para medios comunitarios que realicen programas para LEO Radio: Se entregarán 4 estímulos de $10.000.000 cada uno. Cierre de convocatoria: para jurados el 04 de mayo de 2025, para propuestas el 07 de mayo de 2025. ¡Postúlate AQUÍ!
Promover el desarrollo de programas radiales inéditos realizados por medios comunitarios para visibilizar, divulgar e incentivar la participación de la ciudadanía en general en las actividades y programas de los diferentes espacios de lectura de BibloRed en la ciudad de Bogotá D.C, teniendo en cuenta los objetivos y enfoques de la Política Pública de Lectura, Escritura y Oralidad – PPLEO.
4️⃣ Beca para Laboratorios de Co-creación de Objetos Digitales Expandidos: 2 estímulos de $15.000.000 cada uno. Cierre de convocatoria: para jurados el 11 de mayo, para propuestas el 14 de mayo de 2025. ¡Postúlate AQUÍ!
Fomentar la creación de objetos digitales expandidos a través de laboratorios de co-creación, que impulsen el diálogo y la investigación en torno a la cultura digital, su apropiación en relación con contenidos que permitan la recopilación, recuperación y conservación de la memoria local, así como el desarrollo de habilidades y competencias de lectura, escritura y oralidad en medios digitales, para ser incluidos en la Biblioteca Digital de Bogotá.
5️⃣ Beca de procesos de investigación y gestión del conocimiento en cultura escrita en Bogotá: 3 estímulos de $15.000.000 cada uno. Cierre de convocatoria: para jurados el 18 de mayo, para propuestas el 21 de mayo de 2025. ¡Postúlate AQUÍ!
Fomentar la investigación sobre la lectura, la escritura y la oralidad, a través de propuestas que propicien la reflexión entre los usos y experiencias de mediación en contextos digitales, rurales, comunitarios o populares, y en torno a la validación de herramientas y metodologías de mediación, con el propósito de facilitar el diálogo de la ciudadanía con sus contextos, territorios, necesidades e intereses.
6️⃣ Beca para fortalecimiento del trabajo de bibliotecas comunitarias en red: 2 estímulos de $30.000.000 cada uno. Cierre de convocatoria: para jurados el 25 de mayo, para propuestas el 28 de mayo de 2025. ¡Postúlate AQUÍ!
Fortalecer acciones o procesos bibliotecarios en red, liderados por una biblioteca comunitaria en articulación con mínimo otras dos bibliotecas comunitarias o de diferente tipología como: bibliotecas escolares, universitarias, especializadas o centros de documentación, o también con organizaciones comunitarias, colectivos, u organizaciones de sus entornos, barrios o localidad que hagan parte del ecosistema de la información, el saber o el conocimiento, y que presenten propuestas que contribuyan a garantizar las condiciones para que las personas que habitan Bogotá puedan beneficiarse de nuevos espacios de acceso a la cultura oral, escrita o digital y fortalecer las acciones del Sistema de Bibliotecas de Bogotá (SiBiBo).
Sobre el Plan Distrital de Estímulos (PDE)
El Plan Distrital de Estímulos (PDE) es una de las principales estrategias de fomento al sector artístico, creativo, cultural y patrimonial de Bogotá. En su ejecución participan entidades como la Secretaría de Cultura, Recreación y Deporte (SCRD), IDARTES, IDPC, OFB y FUGA. A través de convocatorias públicas, este programa impulsa el desarrollo de proyectos y reconoce la trayectoria de agentes culturales que enriquecen la ciudad con sus propuestas.
Para 2025, el proceso de postulación ha sido simplificado, eliminando tecnicismos y facilitando el acceso a los aspirantes con un lenguaje más claro y requisitos ajustados. La convocatoria se abrirá el 27 de febrero, y los cierres de las becas estarán programados entre el 23 de abril y el 28 de mayo, dependiendo de cada estímulo.
Con esta iniciativa, Bogotá reafirma su compromiso con la cultura, el conocimiento y la creatividad, brindando nuevas oportunidades para que más ciudadanos se apropien de la lectura y la escritura como herramientas de transformación social.
¿Quiénes pueden participar en las convocatorias del PDE?
Las convocatorias del Programa Distrital de Estímulos están dirigidas a tres tipos de participantes: personas naturales, personas jurídicas y agrupaciones. Las y los menores de edad podrán participar en la ejecución de las propuestas, siempre y cuando la convocatoria lo permita y se aclare en las condiciones específicas de participación. Los interesados podrán presentar una propuesta por convocatoria; es decir que, en caso de postularse a más de una, deberán hacerlo con propuestas diferentes.
